Dear PyGui gauge widgets for dashboards and telemetry displays.

Current implementation status: Step 2 logical state is implemented. Gauge creation functions build and register pure gauge state without requiring a Dear PyGui context; final widget shells and drawing arrive in later steps.

Runtime value updates are intended for the Dear PyGui GUI thread once rendering is implemented.
